Releasing v40300-2

LaoTseu:
    - When there are multiple quest available, do not choose then vendor option. Choose vendor before trainer if both are available. While I was at it, I redid the upvalue functions because Phanx is a very convincing fellow.
    - Allow Aboutis to be disable by other addons. Aboutis:Enable(), Aboutis:Disable() and Aboutis:IsEnable()are available now. Setting is only for the current session.
