AceTimer-3.0: Complete rewrite based on Animation Timers (as previously seen in LibTimer-1.0 by Funkeh)

The new version is 100% API compatible with the old version, and existing timers will be upgraded during library loading.
New features:
- Higher timer resolution (up to 0.01s, up from 0.1s before)
- Unlimited number of extra arguments for timers (instead of just one)
