    Record cvars set earlier in the startup process

    Try and catch addons setting cvars before ours finishes loading. Still
    won't hook addons that load before ours.

    Don't skip saving cvar defaults to the db

    Save cvars that are set to their default value so they can be enforced
    when you log in
