stencil:
    - Turned off debug flag for english localization flag and added all the localized strings to it. This should only affect devs who will now get errors if a string is not in the loc file and who will now also see the strings users see instead of tags like SAVED_RAID_DESC where those are used.
    This should make it easier for us *not* to screw up and forget to add new localized strings to development web site which causes errors in the packaged builds. Developers can do a bulk import of all the strings and the website will figure out what's changed. So, a developer may still forget to update for new strings, but should catch the cases where they only updated some of the changes.
