Bump version number to 0.3.

Merial:
    - Bump version number to 0.3.
    - Bumped threshold for ignoring auctions to 2.5 SD. Bumped version number to 0.3.
    - Undercut auctions by clicking on them in the competing auctions display.
    - Allow specifying per-item prices. Remember duration and pricing method preferences.
    - Validate historical prices on "get", not just on "update".
    - Check for nil link in tooltip code.  Hopefully fixes ticket 1.
    - Added kolenka's contributions: - Bug fix in auction creation. - Use 3x vendor price when no other data is available. Thanks!
    - Added tooltips for auction items.
    - Fixed display bug when printing scan summary. Validate auction data entry before using.
    - Added options for enabling/disabling vendor/auction tooltips.
