Make the sack a UI panel so that we can easily close it with the Esc key. Not sure if this is a good idea or not, we'll see.

* Make sure the LDB only displays session bugs.
* Update the english locale file, translations are welcome now.
* Don't stop the BugGrabber chat messages when bug grabbing is throttled, since the LDB no longer displays information about this.

Right-clicking the LDB opens options and clicking it hides the sack if it's already open.

Received errors no longer exists, they are put into your current session with a .source set to the senders player name.
