What steps will reproduce the problem?
1. Set yourself as a focus, or your pet as a focus
2. Attack something, gain an ability (say Icebound Fortitude as a DK)
3.

What is the expected output? What do you see instead?
I have all my timers (for focus, target, pet, whatever) set to target ownership, so the buffs combine into one spot. However, by setting focus as pet or myself, when I gain a buff/debuff or pet gains a buff/debuff, I get double timers showing. I would think, since all frames are owned by target, that it would not double them.
