Talryn:
    - Fix Fully Recharged Bars minor issue * Add CombatEnd for fully recharged bars that should hide when recharged.  A timing issue can cause them to still show up.
    - Layout Manager * Add new layout manager to help dynamically move bars based on other bars. * Remove hard-coded bar name in Initialize and replace with a setting.
    - Fix for hiding fully recharged bars. * Set alpha on recharging bars when they are recharging.
    - Hide fully recharged bars when OOC. * Add new auxiliary bar OOC alpha to hide some bars when fully recharged. * Add CombatStart and CombatEnd for bar display updates. * Modify some bars to use an array for events to register.
