I couldn't open the options menu either via right-click on the minimap button nor typing /elephant. The menus is still accessible through Game Menu -> Options -> Addons.

The menus became accessible using rclick and /elephant after replacing the string InterfaceOptionsFrame_OpenToCategory with Settings.OpenToCategory in broker.lua and options.lua per this solution https://www.reddit.com/r/wowaddons/comments/1es8h89/new_settings_api/

I don't know if it's a good solution?
