Fortress is assuming the "tooltip" field of feeds to be GameTooltips. This goes against the LDB data specification: https://github.com/tekkub/libdatabroker-1-1/wiki/Data-Specifications
tooltip is a Frame, not necessarily a GameTooltip, and hence cannot be placed using "SetOwner".
