FreeRefills: Looking at the patch vhaarr committed in 53503, a big part of the problem was caused by the number of
bankslots changing.  Update to use the named constants so this should Just Work if we get more slots in future.

FreeRefills: Hazzard's patch (with some small tweaks) to fix bank stocking and bag filtering (needs to be localized, though), and also fixed up some of the option table and removed some old conversion code.
