What steps will reproduce the problem?
1.Healing a player to full occasionally the bar will stick at 70-90% for a second or 2 before filling.

Please provide any additional information below.
Have lowered the incoming heal threshold to compensate for the number squish.  Not sure if there's some other threshold I need to modify to have it more accurately track health pools.
