I am trying to change my frame texture and it doesn't work. I have linked a screenshot and am attaching my settings file.

I see no issue in that screenshot. A black background texture color is configured and a black background color is being displayed.

If maybe you want to change the texture of the health bar (and not the cell background behind the health bar), you must go to:

Indicators -> health bar -> Layout tab -> texture option.
