This is just a question regarding debuffs. With the Raid Debuffs indicator enabled will it track debuffs outside of instances, such as while questing and whatnot? If it doesn't, is there a feature that globally tracks any and all debuffs?

Raid debuffs module can track debuffs in open world, but non-boss debuffs were not added to the debuffs database, so they are not displayed by default. You must add manually the custom debuffs in the raid-debufs configuration, or enable the autodetection.

Another posibility is to create a "Debuffs" (plural) status (Goto General/Statuses/Debuffs/Right Panel/Select "Debuffs"), this status can display all debuffs or a only subset (there are filters in the status configuration to display only some kind of debuffs)
