*** Overview - Describe the feature from an end-user perspective.We occasionally do alt runs the don't use our usual DKP loot rules. The basic rule is people who haven't received any loot yet get priority. If people followed the rules, they could roll need UNTIL they get an item, after that they can only roll greed. For longer instances like Naxx you find some players have collected several pieces of loot that would have otherwise rotted. We've found relying on the auto-roller gets abused, even on guild only runs, so we are looking to use a combination of loot council and /roll.
We are just looking for a quick way to see who has already looted and how many items. So an output to a nominated chat channel with a count after it. e.g.[Raid] Feles (3)[Raid] Enigma (2)[Raid] Bremic (1)
The goal is to make it quick for the Master Looter to determine who should get the item.

It would be good if you could print (to channel) a list of people eligible for a given piece of loot and see who has already looted and how much. There's a mod called Magic Looter which tracks who is eligible for a given piece of loot, I'm not sure how hard this would be.

What I am really missing is a page that shows the following table:
Player Name - Epics looted - Rares looted - Greens looted
and if possible also a second page (or a sorting to player names for the list we have now):
Player Name
Item 1 Item 2
Player Name 2
So the lootmaster can easily see which player got less loot at the moment.

Sounds like something for a separate addon probably. Maybe take a look at XLoot Monitor and it's history functions.
