durcyn:
    - preserve the delayed checks for spells over the configured maximum, so they'll actually start bars when they cross the threshold
    - fire PLAYER_FLAGS_CHANGED on enable to get partial timer on a reloadui
    - add toggle for showing PVP flag cooldown timer
    - refactor the bugged cooldown detection, just cancel the bars on the next SPELL_UPDATE_COOLDOWN instead of trying to suppress them when they activate.
    - - Add workaround for spells that errantly return active status via GetSpellCooldown() even while channelling.  Looking at you, whichever blizzard intern coded Ritual of <foo>.
    - Add rudimentary PVP timer support.  Configuration is pending.
