InventoryOnPar
This addon provides a scoring mechanism for your kit and others that you target. Allowing you to get a numerical value to compare your kit to others. This could be really useful on a raid to see the relative scores of members to work out who is best placed for a particular role etc.
You can see the score of others when you target them. It stores these scores in a table you can view with /iop show. You can view and set the options using /iop options. If you have Titan Bar or FuBar installed you can view your score and get access to the table and options forms by clicking on the Titan Bar or FuBar score.
It also shows a "paper doll" character sheet similar to your regular character sheet except the borders of the of your equiped inventory item icons are colour coded by comparing your current level with the ITEM Level (note NOT minimum level) of your equiped items. It also shows a colour coded Item Level indicator in various game tooltips. Plus if you use Titan you can see your overall on par "score" on your titan panel.
The idea is that you click a button on your character sheet or click on the Titan Panel or FuBar item and get instant feedback on what kit is out of date and ought to be replaced. The colour coding helps this as you can instantly see grey and green items as candidates for replacement. Note just because an item is grey or green doesn't mean that you must replace it. You may prefer your grey/green item's balance of stats to higher level items that are available. So do remember its a guide not an instruction :-)
The scale is the usual Grey/Green/Yellow/Orange/Red, as follows :
Grey - at least 5 lvls below yours (aka why are you wearing/using that rubbish)
Green - 2 to 4 lvls below yours (aka you should think about upgrading that bit of kit)
Yellow - one lvl below to one lvl above yours (aka suitable for your character level)
Orange - 2 to 4 lvls above yours (aka nice bit of kit you've got there)
Red - 5 or more lvls above yours (aka thats a bit special isn't it)
Also White - Item slot empty; and Blue - Item not recognised or not in item cache (marked as unsafe).
This idea has been extended to cover tooltips so hopefully all game tooltips should now show an items actual level colour coded according to how appropriate the items level is for your character. This works in auction houses, in quest rewards, trade and should work just the same in need/greed rolls too.
The "score" feature simply sums the difference in levels between your equiped items and your level. It gives a default score for uncommon (green) items and adds a bonus for rare items (blue), epic (purple), legendary (orange) or artifact items. The idea is to give an overall measure of how good your kit is. At very low levels your score will change rapidly as you get equipment but it should soon settle down. You should aim to always keep the number as high as possible, the higher it is the better equipped you are. Every time you level up your score will also change as the score is relative to how good the kit is for your level.
In version 2.20 a major new feature was added to log the Par score of other players that you encounter. It simply logs everyone you target within inspection range and within the level range you configure and stores their info, this includes not only their scores but the list of items they were wearing. You can view the log by typing
/iop show
on the command line or by right clicking on you Titan Bar or FuBar addin.
With the UI display form you can view the scores of players you have captured data of this shows their level, class, guild, date recorded and score. You can sort by any of these columns by clicking on the column title. When you left click on a players name it opens the Paper Doll character sheet and shows the players character sheet as it was when you captured it. This allows you to inspect someone at leisure simply by targeting them. You can view their kit days or weeks later although there is a protection mechanism to prevent a disconnect if you were to view items that the server hadn't seen since a reset.
It has been used extensively as a raiding equipment check tool by numerous guilds. The idea being the the scores give a guide as to how good someones kit is, and if their kit is not up to scratch they can see what needs upgrading. Various guilds adopt different minimum kit levels to raid a particular instance. For example a score of 250 is a common figure seen as a minimum score to raid Karazhan, and 400 to raid Gruul's Lair. This is not hard and fast scores but guide figures set by guild leaders. The idea being that a raid leader can leave out of a raid someone who's kit is just not up to scratch in favour of someone who is more likely to assist the raid. As such this is quite a useful and powerful tool for raid leaders.
In groups and in a raid there are two additional commands :
/iop raid
/iop party
These commands instantly scan everyone within inspect range in your raid or your party. Thus saving you having to manually click on each individual. The results are stored in your IOP table so you can view them at leisure later.

Sorry but you are still not providing me with any useful information to track down the problem.
Are you saying that you had a score of 90.0 and leveled up and now have a negative score?
Can you tell me the following : Your current level (this is very important) A list of your kit items, their item levels and rarity and the individual score the addon gives for each item.
You can get that info from the OnPar button on your character sheet or from the tooltip that pops up when you hover over the score on titan.
BTW I would indeed expect Tier 2 to give a negative score if you are already level 70 as they are approximately equal to lvl 66 kit and so are well below what a lvl 70 should be wearing.
What I have tried to achieve is that for a level 61 average kit levels should be itemLevel 65, for 62 it should be 70 etc. Full table is
Player Av.Item Level Level 60 60 61 65 62 70 63 75 64 80 65 85 66 90 67 95 68 100 69 105 70 110
So for instance if you have hit level 64. Your average kit level should have reached level 80. Anything with a lower item level than 80 will give you a negative score. Your total score is the sum of the scores of each item.
it is showing my score as -92.00. and some of the thing i have on have a different score than someone that is the same level and same item on. before the latest patch i was like 200.0. now im in the negetive.

As you level up your score goes down this is because the items are less worthwhile at your new higher level. So to keep your score up you need to upgrade your kit. This is the fundamental reason for this addon to measure how good your kit is for your level.
For users who have been lvl 60 for ages they have got used to certain scores as a measure of good kit. What I have tried to do is apply that to the new much much higher kit levels in BC. However a degree of tweaking may be required.
One bug that was in v5.00 was that your score and that of others you scanned was shown differently that should be fixed in v5.10. Can you confirm that you are using v5.10 please. If you are can you let me know what the item of kit is that has a different score on different people so that I can investigate further.
I hit level 70 yesterday afternoon (27th Jan) and so will have more time to investigate these sorts of things.
what appears to be happening is it put a - sign in front of my score. as i replace things with better items the score goes up. i was at 90.0 before. but after doing some quest i got some really nice blues to replace some greens. my score now is -198.0. it was at -95.0 2 levels ago. when i check others score it doesnt have the - sign in front of thier score. its only in front of mine. i have tier2 epics on so i know i dont have a negetive score. i thinks its just an error.
I am updating addon for patch 2.0.3, and will look at these two requests. It should be easy enough.
The only addon I am currently aware of that also adds an item level to the tooltip is RatingsBuster, though this has a switch off facility too.
I do of course agree that having a switch off function is useful.
The new version of IOP will also be dramatically smaller and will work automatically with ALL new items in the game regardless of localisation. Soluken agreed to get the developers to put in a Tooltip:GetItem() call in the API this means that from any tooltip that is used to display an item code I can get the actual item link and hence the itemId & itemLevel.
The effect is that there is no longer a need for large tables of items and their levels and makes the code significantly smaller and more efficient. Also it now will work on any client, EN, DE, FR, CH etc.
I plan to upload the new version shortly just as soon as things settle down after patch day. Of course patch 2.0.4 which fixes some major bugs eg: Pet bar not appearing for mind controls etc will be upon us very soon anyway, so I don't know whether to wait or not.
Please, include in "/iop options" the possibility to not show the itemlevel in tooltip. Its done already by some addon everybody uses anyway (forgot the name though :)

The IOP on roster is now active see http://www.anarchyalliance.com/roster for my guild's implementation.
The current issue is that rpgo-CharacterProfiler v2.01 doesn't store item level however they have said they will implement this in the next version. Zanix that maintains wow roster has already added item_level as a field in the roster database, and will add item_level import support when the CharacterProfiler saves that data.
Meantime I've modded CharacterProfiler and its mandatory for my GuildMates (well they get bonus DKP if their roster is uptodate)

Yes this was mentioned before - I can see if I can make this an option. I was also looking to hide it when not on the paper doll tab.

But I have one request :) The button on the menu seems to conflict with the outfitter button. Is there a way to reloacate it or give a option to hide it .. since i can /iop to get all the data i need anyways :)

The realms of addons sending data to each other is where lag tends to get introduced. For something like IOP where the data is relatively static this doesn't seem reasonable.
What I am working on is an addon to wowroster (www.wowroster.net) that captures a guild member's IOP score when they upload their roster profile. This provides a single point of reference for guilds to compare members kit.
A nice feature thet might be interesting to see : data sharing across IOP users.
Kinda like : gathererShare.

It works under the now live patch 2.0 AND on the beta of BC.
@Zooey Version 4.01 fixes the "alerts" in chat - this was accidental, I left in debugging messages by mistake, it was not meant to show this info in chat. The right click to remove characters is something that I need to fix as it doesn't seem to work - the delete option also is disabled at present. I noted new table handling stuff in patch 2.0 which should make it easier to clean the tables. I have got test code in there but I thought it more important to get a patch 2.0 version ready and released before adding new functions.
Right now of course my interface is screwed and I need to get other people's addons fixed so that I can go raiding with my guild again. Of course being a priest I am wondering how bad the +healing scale down is in practice and how much mana I am likely to burn. Still at least I am not a paladin & having to spend the raid decursing manually ;-)

is the pally lifesaver macro - cast cleanse without clicking target - hover mouse over target (or CTRA frame) and press button you bound the macro to.
Now off to fix other stuff so my guild can raid. No idea how much of a pain it is when someone says "hmmm how much DKP is that?" - I've no idea addon is broken :-(
Really clever idea! Two problems/requests though...
1) The "right click to remove characters" feature in the main window isn't working for me.
2) Please add an option to remove the alerts in the chat window; it really clogs up the chat, which is especially bad if you occasionally inspect someone else.
