New bars don't size correctly #1

    What steps will reproduce the problem?
    1. create a NewCounterBar with value/maxvalue
    2. Notice how the value bar is wider than it should be
    3. Call bar:SetValue(value) and the size is correct

    What is the expected output? What do you see instead?

    Explicit call to SetValue shouldn't be needing.

    What version of the product are you using?

    r8, latest SVN. The behavior broke with the recent changes.
