Tagging as 1.5.4 release

Shadowed:
    - Event frame moved to a local
    - Added Luck of the Draw (+5% healing done)
    - Fixed Stolen Soul (-50% healing done, not received), Added Wretched Strike (-50%), Hex of Weakness (-20%), Furious Strikes (-25% per stack) (Thanks Phanx)
    - DRUID: Added items for T10 Resto set, still need to figure out how 2 piece will work before I add it
    - Added Essence of the Vampyr Queen (3.3, +100% healing), Stolen Soul (-50% healing)
    - Changed 3.3 detection to use TOC number instead of build, Blizzard remembered to bump TOC on PTR
    - Changed table recycler to be a weak metatable
    - Added Suppression (-10% healing), Mutated Infection (-50% healing), Emerald Vigor (+10% healing) as 3.3 only healing modifiers
