Reverted TOC load path change by myrrodin. lib.xml is a convenience convention for authors embedding the library. There is no reason to load the standalone library through the extra step of an XML stub instead of directly.

- toc loads lib.xml not LibResComm-1.0.lua

- add support for ptBR locale, even if nothing is translated yet
