LibSpecialEvents-Aura-3.0 - initial import.
- Basically a copy of SpecialEventsEmbed-Aura-2.0, ported to Rock
- doesn't have Roster support yet.
- dispatches namespaced events, e.g. "LibSpecialEvents-Aura-3.0","AuraTargetChanged" instead of "SpecialEvents_AuraTargetChanged"
