Added an option to balance DPS on Val'kyr - DPS will be reassigned from the assignment with the most active DPSers to the assignment with the least active DPSers until the difference is less than 2.

Added an option to make backup stuns and slows prefer to match assigned targets (this helps keep people from having to switch dps targets, which keeps Val'kyr dps in better balance)
