Omen: Fix bug that causes Omen to get stuck to the mouse while in combat.

It occurs when you drag a threat bar (causing Omen to be dragged OnMouseDown), and then the threat bar clicked on gets hidden (usually because you switched targets), so the OnMouseUp event handler never gets fired to stop moving Omen.

As a side effect of the fix, memory usage is slightly lowered.

Omen: Ignore the "Title Bar" for the options "Collapse hides bar list" and "Collapse hides entire Omen window". The title bar was previously counted as a bar, preventing these 2 options from working if the "Show Title Bar" option is turned on in Single Target mode.

Omen: Merge a revised version of the pullout branch

This is still quite quirky. Among other things, it does not save
anything between reloads, and the bar size is hardcoded. However,
pushing it to trunk is probably useful for many and should get us some
more feedback.
