Tag release v3.1.2

Xinhuan:
    - Add PTR patch 4.2 compat code. Untested on PTR.
    - Update version to v3.1.2
    - Update version to 3.1.1b as a beta release.
    - Attempt to fix issue where some players are unable to see any threat text on the bars until the current profile or TPS option is changed.
