I think this is as simple as putting a texture in the HIGHLIGHT layer. We'll see.
Easier said than done! The HIGHLIGHT layer only works correctly if everything is in the same FrameLevel; otherwise children with higher FrameLevels cover it.
Also a frame highlight that's generalizable to conditions other than mouseover, like highlighting Curse, Magic, etc., should go at the top of OVERLAY, not HIGHLIGHT.
Even OVERLAY+7 won't cover FontStrings in the OVERLAY layer; only HIGHLIGHT will do it. The highlight needs to be its own frame, at a higher frame level.
