    This happened when I was testing with a lot of mods on looking for conflicts, but I still want to know what's responsible. Hooking SetFrameLevel seems silly, but it's better to just implement it than worry about conflicts.

    It looks like EclipseBarFrame has "Toplevel" set. It's easy enough to unset, but it's yet another thing the "release" feature needs to know how to undo.
