    I'm unsure if there is any want for such changes apart from my own; regardless I would love to see hostility colouring/textures in the border module. I have made the necessary changes myself and I am using it currently. This is rather a simple modification to the border module and may not be 100% correct (as I am not familiar with the WoW Lua API). I have attached the modified Border.lua in the hope that you/others might find this modification useful -- and hopefully will find its way into the core distribution (so I don't have to keep it working on my own copies myself ;)).
