SummonOtherMount is back to working like it used to. If you're in an area where we are wanting to summon a flying mount, this will give a ground mount. If we're only summoning ground mounts then this will give you something that can fly.

SummonOtherMount will also flip between types when swimming. Pokedex tries to be smart aobut what to give you when swimming. If you have a breath timer we know you're underwater and give you something with faster swim speed. If not we assume you are at the surface and give you something that can fly or water walk. SummonOtherMount can be used to get a mount from the other set. So, if you are swimming and don't have a breath timer (perhaps because you have underwater breathing), you can use SummonOtherMount to get something with faster swim speed.

bug fix - Rocfeather Skyhorn Kite should work now on the broken shore
bug fix - check if character actually has the rep needed to use an Angler's Fishing Raft toy
