Bug fix for ticket number 10. I had commented out some code inside of a debug only block. I used the same number of ='s in my comment block as what the packager uses for commenting out debug blocks causing the error.

Added a whole bunch of upvalues for perf in the process fixing some accidental global accesses. Also fixed issue where .pkgmeta and externals were referencing a tag of libstub instead of the trunk.
