What is the enhancement in mind? How should it look and feel?
1) If living bomb is not on the target mob, it gets placed at the top of the queue.

2) If scorch is not on the mob (5 stacks) AND shadow mastery is not on the mob, then place it next on the queue.  Shadow mastery over writes Scorch stacks

3) If Hot Streak procs, then place it on the queue.

For a frostfire mage, these are the items we need, in priority order for our best dps.
