What is the enhancement in mind? How should it look and feel?

Capability to resize the running spells above the cast bar.  We can resize the player cast bar but the running spells shown above it do not scale with the resizing of the bar.  Maybe allow them to be resized independantly of the cast bar.

Please provide any additional information below.

This is already possible. Check the Aura/Buff bar configs.
