In the Quartz 3 configuration,
* select the Target cast bar in the left hand column under Quartz 3,
* scroll the main pane down to Font and Text,
* then turn on Show Target Name.
* Then target yourself and cast a spell.

No target name is shown.

If I turn on Show Target Name under the Player cast bar, then it works on the Player cast bar.

It'd be nice though to show it on the Target cast bar, for example to see quickly which player a boss is casting a particularly dangerous spell on.

Oh yeah that option isnt supposed to be there for anything but the player. Its not detectable for anything else.
