RaidBuffStatus:
- Removed temporary talent hack for shaman shields.
- Updated slacking flasks and elixirs checking and options for Cata.
- Added handling of addon enabling during combat.  Enabling is delayed until combat ends.
- Tweaked talent spec code so that lower levels are correctly identified.
- Removed zone checking for flasks as the only flasks limited by zone were TBC and TBC are no longer allowed.

remove vigilance check
vigilance has been nerfed into the ground, and is no longer a "bad" thing on anyone
in fact it does almost nothing now
