Re-implementation of raid utility announcements
Added support for announcing pandaren noodle carts, engineer mail boxes and mage portals
Make all raid resource announcements smarter:
 zone sensitivity, other addon detection, cancelled cast prevention, ungrouped resources
 spell link based detection
Misc cosmetic announce improvements:
 RBS prefix, always include spell links, shorten cross-realm player names
Announce-related options have been reset
