Mostly fix repair costs on 10.0.2
There's still a problem where faction-based repair costs are inaccurate in the tooltip when a merchant window is open, but I'm not sure what, if anything, I can do about that right now. - Fix repair popup on 10.x

Fix repair popup showing after disabling
If it was set to Popup and you opened a vendor, then disabled and opened a vendor, it would still show the popup until you manually closed it.
