Fix ticket 177/191: Intermittent reset time glitches for Oceanic players
Due to a Blizzard bug, the GetQuestResetTime() API reports wrong results for Oceanic characters in PST instances. This was causing SI to incorrectly use the US continental daily/weekly reset time for some saves on Oceanic players.
Luckily, GetGameTime() and CalendarGetDate() still seem to report correctly for the Oceanic home realm in this situation, so SI now uses a heuristic to detect the bug and adjust the time accordingly.
Add an '/si time' command to dump time debugging information
