Fix daily reset time for US regions

The daily reset time for all US regions has changed to 15:00:00 UTC (8 a.m. PDT / 1 a.m. AEST):

Disable the previous logic for daily reset time correction, which should no
longer be necessary and was breaking reset time for all US regions.

Probably still need additional fixes for Oceanic weekly reset.
