Updated the waitlist startraid command so that it can be used to restart the timer without spamming guild after the DKP tracker has logged out, or crashed, or just reloaded UI.
Also, on raidstop, all current members of the raid are automatically removed from the waitlist.

Changed the way raiders still on the waitlist are removed from snapshot data.
Added a broadcast to guild every 30min while tracking the waitlist.
Added rank checking for attendance checks.
