Add Indicator for Range Checking #910

    What is the enhancement in mind? How should it look and feel?
    I'd love for the option to add an indicator for ranging checking instead of just fading the frames if the target/player/etc is out of range. I'd imagine a small red dot similar in appearance when you've got a ability on a bar (with no hot key) that's out of range.

    Please provide any additional information below.
    I also tried to add a custom tag to call the same range check code you use in range.cs, but I'm not quite sure how to get access to those functions. (Plus, I'm not quite sure the functions in the Range table would do exactly what I'd need in the custom tag as it is.)
