    Fixed pkgmeta reference to CallbackHandler-1.0

    The new repository URL to the CallbackHandler library in the pkgmeta
    file was incorrect, making the embeds.xml include path invalid. This
    could cause ShinyStats to not function at all, and not give any error
    messages.

    Moved locale includes to a common XML file instead of referencing them
    individually from the TOC file.
