What steps will reproduce the problem?
1. Logon
2. Use a setup that has Bars set to non-interactive
3. Mouse over a bar and attempt to rotate the camera with right mouse

What is the expected output? What do you see instead?
Character should turn, but instead mouse action is blocked by the bar

What version of the product are you using?

Do you have an error log of what happened?
Doesn't throw an error simply blocks normal mouse turning functionality
