Utopia: Large update. Many fixes for debuff mode. Initial work done for a buffs mode (popup toggle button on the frame for the moment). The buffs don't all work yet, as there's a lot of conditions and many of them fire indirectly from other spells or procs. More to come.

Utopia:
- Use Frost Fever instead of Icy Touch for DK attack speed slow.
- Fix error when showing Attack Speed Slow with druids present in group.
- Give function to reset talent cache and allow rescanning.
- Fix problem with saving location of moved frame.
- Show totals of talents scanned in button tooltip.
