use correct api for getting chat color.
In addition, added fallback to NORMAL_FONT_COLOR if Chat_GetChannelColor doesn�t return.

Re-enable say message handling if NOT in a boss encounter. if in a boss encounter, do nothing so boss mods can continue to handle them.
