Added an option to buff settings to only show a buff if the primary or secondary talent spec is active. This way shamans can show missing Lightning Shield buff in Elemental spec and missing Water Shield in Resto spec, paladins can show missing Righteous Fury in Prot spec but not any other, etc.

Changed the handling of the buff bar position spark. The old way "should work" but there was some strange behavior that now hopefully should be gone.
