Add Watch frames and options

--------------------

Xuerian:
    - Add and (pretty much) finish Watch frames
    - Hide spark at 1 instead of 3 seconds
    - Add in some comments
    - count(table) ...
    - Move FancyPlayerName out again
    - watch_enable option
    - Add text_outline option, reorder options panel
    - Cap leftward movement of bar sparks
    - Add debug slash command (/xlgd, only available if running dev build)
    - Match config group names to anchor names
    - Handle frame scaling
    - Add config panel (Scale doesn't do anything yet)
    - Re-add watch_anchor, refactor anchor-roll_anchor, re-split CreateRollFrame and start()
    - Updated XTools API usage, add /xlg reset
