All fixes needed more checks ingame! :)
1.Fixed a bug about screw up Target Highlighting on party members(fix by sontix).
2.Added RaidTargetIcons on partyframe by sontix(not for playerframe yet).
3.Ticket #252 - Group members' debuffs will correctly displayed when Set option "Group->Show buffs->Only castable", remove option "Group->Show debuffs->Only curable".
4.Ticket #603 - Focusframe's option Only My Buffs will correctly set to itself, not Target one.
(Thanks sontix for mentions those 2 tickets because we forgot them totally. :\)

1.Fixed alignment problem in Option UI in r528.(I tested, but don't know it still has problems or not)
2.Fixed destroyed zhTW, ruRU, koKR localization file of Option UI by shitload of "?" due they got saved with ANSI, not UTF-8.
3.zhTW locale string updated, X-Perl's revision display bumped.
