What steps will reproduce the problem?
1.Any toon that I use that needs to cast something... the cast bar doesn't show.

Try to toggle the setting a few times and restart wow. You can see that the cast bar setting is grayed out.

It doesn't let me click there. The box is grayed out.

I think a settings wipe could fix that.
