    - Frame initialization changes in preparation for better on-load combat detection.
    - Logic and formatting tweaks.
    - Finish adding tooltip scaling. Don't show tooltip while in combat.
    - Added "Tooltip" section to config options - contains filter option which previously resided in the Dig Sites section, and a new "Tooltip Scale" option.
    - Minor tweaks. Use SURVEY_SPELL_ID instead of 80451
    - Kill some unnecessary up values and use "self" in a few more places.
