    More 8.0 changes
    * Update TOC.
    * Add Hemostasis spell.
    * Fix UNIT_SPELLCAST_SENT and SUCCEEDED.
    * Fix Blood Shield Bar checking for spell known and not the computed variable.
    * Fix UnitBuff and UnitDebuff to remove rank and just support 8.0.
    * Fix target swing timer so it correctly reads source and dest.
    * Update the DS percentages.
