:Start now accepts `maxValue` to start a bar display at a lower level than full. Setting the maxValue of a bar to 10 when its duration is at 5 will start it at 50%.

Fix the duration fontstring not correctly setting its points, now you can use :SetJustifyH on the duration string with success. Change the default justify of the strings: label is LEFT, duration is RIGHT.
